Adopted Building Codes and Amendments

Tenant Build-Out and Business Occupancy PermitsThe City of Naperville has adopted the 2012 edition of the International Codes published by the International Code Council for residential, commercial and multi-family construction. The City has also adopted amendments to 2012 International Codes, which can be found in Title 5 of the Municipal Code.

Building Permits

Permits and licenses are granted by a number of different departments within the City of Naperville. Using the interactive form below will assist us in finding the exact permit or license application form you may need for a project, event or certification type.

Fire Alarm Systems
The Naperville Fire Department is the authority having jurisdiction for the issuance of fire alarm permits and acceptance testing and inspection of Fire Alarm Systems.

Fire Protection Systems
The Naperville Fire Department is the authority having jurisdiction for permit issuance and acceptance testing and inspections of Fire Protection Systems.

Fuel Tanks
A permit is required for the installation of any above or underground storage tanks.


Single Family Residential Structure - Review Checklists

In an effort to reduce review times related to the review of Single Family Residential Structures, the City of Naperville's Building Review Team has created checklists to assist the building community as well as City staff.

The checklists have been created for our residential reviewers to ensure that all plans are reviewed adequately and appropriately.

Help Prevent Lead Exposure

Contractors play an important role in protecting public health by helping prevent lead exposure. Ordinary renovation and maintenance activities can create dust that contains lead, which is harmful to children and adults in even small amounts.

To ensure maximum safety, contractors performing work that disturbs lead-based paint in homes, child care facilities, and schools built before 1978 must:

  • Be EPA certified, and
  • Follow specific work practices to prevent lead contamination.

Each year, Naperville's Development Services Team processes more than 230 non-residential or commercial permits.

This form is used to apply for development activities such as, rezoning, conditional uses and annexation

Downtown Mobile Vending Carts
In 2010, the Naperville City Council approved a policy pertaining to free-standing vendor carts in downtown Naperville. The vending carts are restricted to designated locations and subject to certain conditions and application requirements.

Driveway Permit
A building permit is required for the removal and replacement of a driveway.

Electrical Low Voltage Permit
A permit is required prior to beginning any low voltage wiring that exceeds 25 volts or 50 watts

Electrical Permit
All Electrical Change Application's must include the Contractor Certification Form completed by an electrician registered within the City of Naperville.

Elevator Permit
The City of Naperville requires a permit prior to the installation of a commercial or residential elevator.

Fence Permit
To facilitate quality electric service, all equipment must be accessible to utility personnel. If you are planning to install a fence, please complete this Fence Permit Application.

Fire Permits
Fire Permits The City of Naperville's Development Services Team works with the Fire Department regarding issuance of fire related permits and follow up inspections.

Generator Permit
The City of Naperville requires that all generators added to a residential structure have an issued building permit prior to beginning any construction.

Lawn Sprinklers
The City of Naperville requires a permit for underground irrigation systems before installation.

New Commercial Development Permit
Application packet for the construction of new commercial buildings or additions to existing commercial buildings.

Plumbing Permit
The City of Naperville requires a permit for any installation or repair of plumbing in commercial or residential buildings.

Porch Safety
Remember to visually inspect porches, balconies, decks and similar structures at least twice a year for safety.

Residential Load Calculation Worksheet

The City of Naperville recently developed a new and improved process for organizations and businesses seeking to obtain a Tent Permit.

Trailer Installation Permit
Permit application must include a site plan of proposed location of trailers, and access to trailers.

Licensing Information

Amplifier Permit
Before applying for an Amplifier Permit, you must review the regulations. Download and fill out the Amplifier Application form.

BASSET Training
Anyone selling or serving alcohol in Naperville is required by the city’s Liquor Commissioner to be certified by a certified BASSET trained instructor provided by the City of Naperville, and all BASSET training provided by the City of Naperville shall be conducted upon the premises of the Naperville Municipal Center.

Bicycle Safety and Registration
The NPD encourages residents to register their bicycles and practice some common safety tips to prevent thefts.

Drivers License and Registration

In early 2006, the Plan Commission initiated text amendments to sections of the zoning ordinance that affect home-based businesses.

Raffle Permits are regulated by the State of Illinois and are only issued to not-for-profit organizations.

Scavenger Services
Beginning January 1, 2006, refuse collection firms must obtain a City of Naperville Commercial Scavenger License to collect or dispose of any commercial waste, refuse or recycling materials.

Sidewalk Contractor's License Application
The City of Naperville requires that sidewalk contractor's register with the City Clerk's Office.

Sign Posting
Placing any type of sign in the public right-of-way, such as parkways or medians, is prohibited.

Solicitors, Peddlers, Food Vendors, Tag Days
It shall be unlawful for any person to engage door to door peddling or soliciting in the city without having first obtained a license. A photo ID badge and reflective safety vest issued by the City Clerk’s Office shall be worn at all time of the peddling/solicitation. No license shall be issued without the approval of the Naperville Police Department and the City Clerk. Any person desiring to obtain a license to solicit or peddle shall apply with the City Clerk’s office.

Taxes, Fees and Financial Forms
Includes bank draft application, budget billing application, tax forms, as well as a listing of taxes and fees applicable within the City of Naperville.

Taxi Cab Licensing
Any person doing business providing public passenger service in the City is required to have an operating license. All applicants shall submit their fingerprints to be used in completing the background investigation. Every taxicab providing public passenger service in the City of Naperville must be registered and must display the vehicle registration sticker issued by the City. Any person desiring to obtain a license to operate a taxicab business or to drive a taxicab shall apply with the City Clerk’s office.

Trees - Parkway
Residents can find information regarding the care and planting of parkway trees. A planting permit is required for parkway tree planting.

Trees - Removal & Preservation
The City of Naperville wishes to encourage tree preservation on all properties involved in construction activity. A tree removal permit is required for parkway tree removal, trees on lots of 1½ acres or more, and trees on commercial property.

Truck Routes and Permits
Vehicles in excess of 8,000 pounds, gross or registered weight, are restricted to designated truck routes.
